As a result,<br \/>\nwhen the traffic load is lower than the peak volume, there are<br \/>\nopportunities to turn off a subset of BSs to save power, potentially<br \/>\nfrom different operators, leaving their users to be served by other<br \/>\nBSs. Because in this case the active BSs can be shared among<br \/>\ndifferent operators, it is rational to assume that operators are<br \/>\nself-interested and hold their own private information, such as<br \/>\ntheir own traffic loads. In this paper, we consider the problem of<br \/>\nhow to motivate operators to cooperate and reveal their private<br \/>\ninformation such that the overall utility can be maximized, which<br \/>\nis also called social efficiency in mechanism design. A new BS<br \/>\nutility model that depends on the BS\u2019s energy consumption is<br \/>\nproposed. Based on this, a game theoretic mechanism with money<br \/>\ntransfer between operators is designed, which has been proved to<br \/>\nbe incentive compatible and budget-balanced.
