The problem is formulated as a Markov<br \/>\ndecision process by optimizing the push policy based on the<br \/>\nbattery energy, user request and content popularity state to<br \/>\nmaximize the service capability of SBSs. We extensively analyze<br \/>\nthe problem and propose an effective policy iteration algorithm<br \/>\nto find the optimal policy. According to the numerical results, we<br \/>\nfind that the optimal policy reveals a state dependent threshold<br \/>\nbased structure.
