The outage occurs when<br \/>\neither the transmitter or the receiver does not have enough<br \/>\nenergy, or the channel is in outage, where the transmitter only<br \/>\nhas the channel distribution information. Under infinite battery<br \/>\ncapacity and without retransmission, we prove that thresholdbased<br \/>\npower control policies are optimal. We thus propose<br \/>\ndisjoint\/joint threshold-based policies with and without battery<br \/>\nstate sharing between the transmitter and receiver, respectively.<br \/>\nWe also analyze the impact of practical receiver detection and<br \/>\nprocessing on the outage performance. When retransmission is<br \/>\nconsidered, policy with linear power levels is adopted to adapt the<br \/>\npower thresholds per retransmission.With finite battery capacity,<br \/>\na three dimensional finite state Markov chain is formulated to<br \/>\ncalculate the optimal parameters and corresponding performance<br \/>\nof proposed policies. The energy arrival correlation between<br \/>\nthe transmitter and receiver is addressed for both finite and<br \/>\ninfinite battery cases.
