The relay stations can be dynamically associated with different base stations. The load transferring from over-loaded cells to neighboring under-loaded cells is realized by dynamically changing the base station-relay station associations. A distributed algorithm, in which each relay station only needs to exchange information with its neighboring base stations and makes a re-association decision by itself, is proposed.
